UTOU

Uniform Terms of Use Agreement System

A uniform terms of use provider hosts an official uniform terms of use ("UTOU") document on a first website.



Website owners can then "subscribe" to the terms of the UTOU by providing their own local UTOU that conforms to the UTOU system requirements: namely, the local UTOU provides the requied "ILO" provisions: identification, localization, and opt-out terms.


Thereafter, when a web user visits the site of a website owner who has subscribed to the UTOU, the UTOU terms--except for the express opt-out terms--govern the relationship between site owner and user. This mechanism thereby achieves an effect similar to that of uniform laws, such as the Uniform Commerical Code, but bypasses the need for legislative enactment (which takes decades) of gap-filler provisions.



When a user of the Universal Toolbar Utility visits a website that is a registered UTOU subscriber, an icon appears in the toolbar, thereby quickly notifying the visitor.
